In accordance with the Procedure for the training and proficiency testing of operators of small vessels and water bikes, as well as the issuance of the Certificate , adopted by the Order of the Ministry for Communities, Territories and Infrastructure Development of Ukraine dated 07.01.2023 No. 8 (the “Procedure”), the exchange of the certificate of Small vessel operator for the international certificate of Operator of Pleasure Craft is carried out via a written statement of the owner at his request.
The exchange of the certificate of old document standard for an international certificate of new document standard shall be carried out after paying an administrative fee and submitting to the Shipping Administration a corresponding application.
10 working days after submitting the application – UAH 536.80 (20 per cent of the subsistence minimum).
5 working days after submitting the application – UAH 1,342.00 (50 per cent of the subsistence minimum).

a colour photograph (3" x 4");
a copy of a valid health certificate on medical fitness to operate a vessel (pleasure craft/small vessel) when the original is presented;
the original of the certificate of Small vessel operator;
a copy of the receipt of the administrative fee payment.
The Certificate is to be issued within five or ten working days, given the amount of paid administrative fee, from the date of acceptance of the application without either qualification approval by the Qualification Commision (QC) or additional training.

Until 31 December, 2024, the replacement of certificate with a supplement of the helmsperson-able seafarer engine of a small vessel for the Certificate is carried out, without both additional training and passing an exam in the QC, within five or ten working days at the request of the applicant from the date of acceptance of the application (sample available at the link: https://zakon.rada.gov.ua/laws/file/text/104/f524473n260.docx).
The replacement of the certificate of the helmsperson-able seafarer engine of a small vessel after the expiration of its validity for the Certificate is carried out on the basis of the result of a successfully passed exam at the QC without additional training within five or ten working days, given the amount of the paid administrative fee for the administrative service, starting from the date of acceptance of the application.
Please note that the owners (applicants themselves) have to apply directly for the exchange (replacement) of their certificates in accordance with the Procedure, whilst the Certificate can be handed to the owner or his authorized person only.
