The State Service for Maritime, Inland Waterway Transport and Shipping of Ukraine (the Shipping Administration) is a central executive body implementing the state policy in the fields of maritime, inland waterway transport and shipping, directed and coordinated by the Cabinet of Ministers of Ukraine through the Deputy Prime Minister for Restoration of Ukraine – Minister for Communities, Territories and Infrastructure Development of Ukraine.
The Shipping Administration is guided in its activities by the Constitution and laws of Ukraine, decrees of the President of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted in accordance with the Constitution and laws of Ukraine, acts of the Cabinet of Ministers of Ukraine and other legislative acts.
The main tasks of the Shipping Administration include:
- implementing the state policy in the fields of maritime, inland waterway transport and shipping;
- submitting proposals on promoting the state policy-making in the fields of maritime, inland waterway transport and shipping for consideration by the Deputy Prime Minister for Restoration of Ukraine – Minister for Communities, Territories and Infrastructure Development of Ukraine;
- ensuring observance and fulfillment of obligations under international treaties of Ukraine in the fields of maritime and inland waterway transport;
- regulating maritime merchant shipping and inland navigation within the powers prescribed by law;
- conducting state supervision in the fields of maritime, inland waterway transport and shipping;
- providing administrative services in the fields of maritime, inland waterway transport and shipping as prescribed by law;
- navigational and hydrographical support for shipping in the territorial sea, internal sea waters and inland waterways of Ukraine.
