Recognition of seafarers' certificates
The State Service for Maritime, Inland Waterway Transport and Shipping of Ukraine ensures the fulfillment of obligations arising from Ukraine's membership in the International Maritime Organization (IMO) and therefore adheres to the principles of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended.
In order to implement these obligations, the Shipping Administration concludes international agreements of Ukraine of an interagency nature to expand the employment opportunities for Ukrainian seafarers on foreign vessels.
Given the labor potential of Ukraine's maritime cluster to operate abroad, the Shipping Administration is in the process of intensifying cooperation with the States Parties to the STCW Convention by signing new and updating existing memoranda of understanding on the recognition of seafarers' diplomas/certificates.
Such interagency agreements simplify the procedure for confirming seafarers' qualifications and reduce the duration of their employment on flag state vessels.
In total, Ukraine has concluded 55 Memoranda of Understanding on the recognition of seafarers' diplomas/certificates, of which 24 are reciprocal.

The Shipping Administration is currently working on concluding or updating 46 more Memoranda of Understanding with Brunei Darussalam, Saint Kitts and Nevis, Bahrain, South Africa, Moldova, Japan, Thailand, Cook Islands, Germany, Malaysia, Saudi Arabia, Latvia, Oman, Uruguay, Bulgaria, Dominica, Brazil, Tunisia, Argentina, Chile, Fiji, Palau, Kiribati, Vanuatu, Greece, Denmark, Cambodia, Marshall Islands, the Netherlands, Norway, New Zealand, Panama, Poland, France, Singapore, Italy, South Korea, Sri Lanka, China, Indonesia, Cyprus, Kuwait, Nigeria, Colombia, Lebanon, and India.
