Since early 2023, the Shipping Administration has been providing certification services to officers, 20 thousand of whom have already received their certificates year-to-date. The next objective is to certify the ratings, who make up a considerable part of the Ukrainian seafarers’ community.
The Order of the Ministry of Infrastructure of Ukraine dated 05.09.2023 No. 784 "Some Issues of Certification of Ratings of Seagoing Ships" was brought into effect, thereby approving the Rules for Certification of Ratings of Seagoing Ships.
Thus, a seafarer should submit an application and required documents to the Shipping Administration or Morrichservice in order to obtain the following certificates of proficiency: able seafarer deck watchkeeping, able seafarer deck, able seafarer engine watchkeeping, able seafarer engine, electro-technical rating, ship's cook and boatswain.
For the time being, the seafarer’s application is to be submitted in hard copy either in person, through a representative or by means of a registered postal order.
Enabling the electronic application via the Diia Portal is the next step in providing digital services.
Please note: the required documents’ copies, attached to the seafarer's application, must be duly certified with the "True copy" mark and a signature of a person certifying the copy, with the latter’s first name, last name and patronymic (if any), as well as the indicated date of certification.
