Online Training on Maritime Security within Twinning Project Framework

Last week, representatives of the Shipping Administration, Ministry for Development of Communities and Territories of Ukraine, State Enterprises “Ukrainian Sea Ports Authority” and “Classification Society Ukrainian Register of Shipping” participated in a five-day series of video teleconferences on ship, port, and port facility security.

The training was organised by the Italian Coast Guard and the International Maritime Safety, Security and Environment Academy (IMSSEA) within the framework of the Twinning Project “Institutional Support to the State Service for Maritime, Inland Waterway Transport and Shipping of Ukraine in the Implementation of the EU Acquis, Norms and Standards on Maritime Safety”.

Online meetings let Ukrainian specialists further familiarise with Italian experience in securing maritime transport infrastructure against threats of terrorism, piracy or any other intentional unlawful acts. Earlier this year, the Ukrainian delegation paid a thematic study visit to the city of Livorno, Italian Republic, during 29 September – 03 October.

In the course of the video teleconferences, the main topics of discussion included:

  • Implementation of the International Ship and Port Facility Security Code (ISPS Code) in the European Union;
  • Peculiarities of main European legal acts in the field of maritime security, namely Regulation (EC) No. 725/2004 and Directive 2005/65/EC, and their enactment;
  • Supervision of recognised security organisations (RSO);
  • Professional training and activities of duly authorized officers (DAO);
  • Implementation of the EU Maritime Security Strategy and procedures for conduct of specialised inspections of Member States’ compliance by the European Commission;
  • The role and powers of the European Maritime Safety Agency (EMSA) and the Maritime Security Committee established to assist the European Commission (MARSEC);
  • Practical aspects of port security arrangements in the Port of Genoa.

The Shipping Administration extends gratitude to the organisers of the event for informative presentations with useful examples, as well as insightful answers to questions throughout the discussion. Together with the simulation of Member State audit according to the International Maritime Organization’s IMSAS scheme, which took place in early November, this online training became a bright conclusion of the Twinning calendar year. We look forward to successfully proceeding with the Project activities in the new year 2026!
