Attention to All Those Involved in Operation of Inland Navigation Vessels!

Prior to adoption of an implementing act of the European Commission for Ukraine, in accordance with paragraph 5 of Article 10 of Directive (EU) 2017/2397 of the European Parliament and of the Council of 12.12.2017 on the recognition of professional qualifications in inland navigation and repealing Council Directives 91/672/EEC and 96/50/EC, the Shipping Administration has taken measures to extend the validity of certificates of boatmasters (navigators) for European inland waterways (hereinafter referred to as Certificates), which were issued before the Law of Ukraine “On Inland Waterway Transport” became effective and whose validity has expired.

The qualification documents’ validity will be checked through the electronic verification system at https://vrf.marad.gov.ua.

Persons holding a Certificate valid as of 01.01.2022 may submit an application accompanied by a specified package of appendices to the Shipping Administration.

Following the verification, a separate document will be issued – an endorsement to the Certificate with an authentic QR code and a number identical to the number of the original qualification document.

Information on the algorithm for extending the Certificate’s validity and the list of necessary documents may be found in more detail below.

An application in the established format (specimen) is submitted to the Shipping Administration, in person or through a representative, with the following documents attached thereto:

•        copies of a document proving identity and citizenship of Ukraine or copies of the pages of a document identifying a foreigner or a stateless person, as the case may be, that contain information about the holder’s last name, first name, patronymic name (if any), and date of birth, as well as the holder’s photograph;

•      the original Certificate, valid as of 01.01.2022, issued before 01.01.2022 in accordance with the requirements of the Regulations on the Procedure for Issuing a Certificate of Navigator for Merchant Vessels Authorised to Operate on Navigable Riverine Inland Waterways, approved by Order of the Ministry of Infrastructure of Ukraine dated 07.10.2014 No. 490, registered in the Ministry of Justice of Ukraine on 24.10.2014 under No. 1324/26101 (hereinafter referred to as Regulations No. 490), and whose validity has expired at the time when the application is submitted;

•      original valid medical certificate confirming health and fitness for work on inland navigation vessels, done in the established format (specimen);

•      if necessary, copies of documents proving identity of the representative and confirming his / her capacity.

Copies of submitted documents must be duly certified by the applicant through placing the “Certified true copy” mark and a personal signature, as well as indicating the last name, first name, patronymic name (if any), and the date. The medical certificate confirming health and fitness for work on inland navigation vessels must be valid for at least one month following the date when the application is submitted.

Please note that the application may only be submitted to the Shipping Administration (in person or through a representative) and the documents may only be obtained at this address: 14 Beresteiskyi Ave., Kyiv.

The Shipping Administration may refuse to reaffirm the validity of the Certificate if:

•      there is a submission of an incomplete package of documents by the applicant;

•      the Shipping Administration does not possess any information regarding issuance of the Certificate in accordance with the requirements of Regulations No. 490;

•      the Certificate’s validity has not expired at the time when the application is submitted;

•      the applicant (holder of the Certificate) is a citizen of a state recognised by Ukraine as an aggressor state or an occupying state;

•      the medical certificate confirming health and fitness for work on inland navigation vessels remains valid for less than one month following the date when the application is submitted;

•      the application is not submitted in the established format and the specified manner.
