Visit to Estonia to advance Ukraine Maritime Recovery Plan

On 3-4 June 2025, the Acting Head of the Shipping Administration undertook a working visit to Tallinn at the invitation of the Estonian Ministry of Climate.

During the visit, Mykola Kravchuk took part in meetings with state and private institutions to advance the Ukraine Maritime Recovery Plan.

Acting Head joined bilateral talks with Kuldar Leis, Minister of Infrastructure of Estonia. Discussions focused on securing international funding, ensuring the operation of a special maritime corridor and enhancing cooperation within the International Maritime Organization (IMO).

Key priorities under consideration at the IMO include the facilitation of a humanitarian "blue corridor" for the evacuation of vessels blocked in Ukrainian ports, addressing the activities of russia’s shadow fleet, and building consensus around the IMO Council elections in December 2025.

Further meetings were held with Kaupo Läänerand, Deputy Secretary General for Maritime and Water Affairs at the Ministry of Climate, and Priit Sauk, Director General of the Estonian Transport Administration. The discussions centred on implementing the Recovery Plan.

As part of the exchange of Estonian best practices in shipbuilding, retrofitting and maritime consulting, discussions were held with key companies and organisations in the maritime industry, including:

  • Estonian Maritime Cluster (EMC)
  • State's Fleet
  • BLRT Grupp
  • Tallink
  • Muuga Port Authority.

 Following the visit, a Memorandum of Cooperation was signed with ESTDEV to develop a ship register and ship inspection database. Future steps were also agreed to promote the Recovery Plan at international level.
