On February 14, the completely new State Qualification Commission for Seafarers (SQCS), which operates within the structure of the Shipping Administration, began its work.
The Shipping Administration accepts applications from seafarers for obtaining qualification documents, decides on their issuance and as a result issues qualification documents to seafarers, or refuses to issue them on the grounds stipulated by the Resolution of the Cabinet of Ministers of Ukraine No. 1499 dated 30.12.2023. There is an opportunity to appeal the decisions of the SQCS on the refusal to issue a qualification document and the procedure for conducting a computer-based exam by submitting a complaint to the Appeals Commission.

A new service center "Morrichservice" has also been opened in Kyiv. Here you can take an exam to check the professional competence of a seafarer according to a single legal procedure. Seafarers can also submit an application and the necessary package of documents for obtaining qualification documents and receive them at the premises of "Morrichservice".
