A study visit of the Ukrainian delegation took place in Genoa, Italian Republic, from 20 to 24 April 2026. The visit focused on the implementation of modern procedures for assessing the knowledge and professional skills of seafarers as part of Activity 1.5.1 of the Twinning Project “Institutional Support to the State Service for Maritime, Inland Waterway Transport and Shipping of Ukraine in the Implementation of the EU acquis, Norms and Standards on Maritime Safety”. The event was organized by the Italian Coast Guard in cooperation with the Italian Shipping Academy.
The programme of the visit was extensive and covered key practical aspects of the seafarers’ training and certification system in Italy.
Representatives of the Shipping Administration and the Ministry for Development of Communities and Territories of Ukraine visited the Italian Shipping Academy, the San Giorgio Technical School and the Italian Coast Guard Training Centre “A. De Rubertis” in Genoa.
During the visit, the Ukrainian delegation was introduced to the activities of these institutions, including planning of training courses, internships, online and simulator-based training, examination process, issuance of certificates, internal quality control and auditing procedures.
Particular attention was given to assessing seafarers’ professional competence and ensuring compliance with information security requirements.
In the course of the meeting with Maritime Director of Liguria and Commander of the Port of Genoa, Admiral-Inspector Antonio Ranieri, members of the Ukrainian delegation emphasised that implementation of Italian practices would contribute to enhancement of the system for assessing seafarers’ competence in Ukraine, on the way to its alignment with the highest European and international standards of transparency and efficiency.
At the closing ceremony, the Ukrainian side expressed its sincere appreciation to the leadership of the Italian Coast Guard for its substantial contribution to the implementation of the Twinning Project. The Shipping Administration and the Ministry for Development of Communities and Territories of Ukraine reaffirmed their commitment to fully support and be actively involved in activities of the Project components, with a view to achieving its intended results.
