Second Round of Twinning Project Online Training Sessions

Ukrainian maritime specialists participated in professional training devoted to the implementation procedure of the International Maritime Organization (IMO) instruments.

The three-day online workshop with the Italian Coast Guard took place as part of activity 1.2.1 of the European Union technical assistance Twinning Project “Institutional Support to the State Service for Maritime, Inland Waterway Transport and Shipping of Ukraine in the Implementation of the EU Acquis, Norms and Standards on Maritime Safety”.

The instructors from the Training Center “A. de Rubertis” of the Italian Coast Guard delivered lectures for representatives of the Shipping Administration, the Ministry for Development of Communities and Territories of Ukraine, the State Enterprise “Ukrainian Sea Ports Authority”, the State Enterprise “Classification Society Ukrainian Register of Shipping”, the State Hydrographic Service of Ukraine and the State Enterprise “Maritime Search and Rescue Service”. Main focus was on the IMO Instruments Implementation Code (resolution А.1070(28)) peculiarities with regard to port state control and international obligations of coastal states. Relevant provisions of corresponding EU legislation were highlighted, such as Directive 2009/16/EC of the European Parliament and of the Council of 23 April 2009.

The online event became an opportunity for further discussion of issues that had been touched upon previously, either during study visits of Ukrainian delegations to Genoa, Italian Republic, or video teleconferences on activities of recognised organisations. At the meetings, participants gained insight into Italian experience in carrying out inspections, using digital technologies to manage inspectors’ work, promoting regional cooperation in vessel traffic management and search and rescue at sea.
